i18n: complete missing Vietnamese translations in forms package (#20062)

Add 44 missing keys to packages/forms/resources/lang/vi/components.php
that were causing Filament to render raw translation keys in the UI
(e.g. `select.no_options_message` when all multi-select options are
chosen). The vi translation file now has parity with the en source.

Notable additions:
- select.no_options_message
- rich_editor.actions.text_color.modal.form.color.options.* (26 color names)
- rich_editor.mentions.* and rich_editor.uploading_file_message
- rich_editor.tools.{h4,h5,h6,paragraph,table_toggle_header_cell}
- {markdown_editor,rich_editor}.file_attachments_*_message
- tags_input.actions.delete.label
- text_input.actions.copy.{label,message}
