Ensure SP's can detect sector expiration with retrieval deal filters to change pricing/access where applicable

_Note: Moving this issue to a separate issue for tracking as this work does not need to be done as part of #1199._

## Summary
If a sector expires SP's may wish to retain an unsealed copy of the data for retrieval, and may want to adjust pricing for expired sectors as they are no longer being rewarded for storing the data.
