Setup Multisig Contract

Done Criteria

There is a multisig contract deployed to Filecoin mainnet that requires signing from Lotus, Forest, and Venus.

Why Important

This is a trust-building item through transparency and risk-mitigation in support of a smart contract based proposal for #800

User/Customer

F3 implementers that will be setting the activation configuration values.
Wider community for having confidence that there is less ability for rogue actors to impact the network.

Notes

1. There is nothing F3-specific here. We should be able to take an off-the-shelf / well-audited EVM solution.

We just need the Lotus, Forest and Venus keys added to it before we mark this as done.

Lotus, Forest and Venus keys has been added to the multisig here: https://github.com/filecoin-project/f3-activation-contract/pull/12/files#diff-12c6bbab65c8797d874ef89f9f7811c59961e9e7d5cd771220b04f91ba795c07.

A transaction for testing the contract using the 3/3 implementers multisig has been added for implementers to test out. Slack coordination happening here
