Network upgrades will no longer be announced here

To reduce the number of places where Lotus maintainers / network upgrade coordinators are posting, we will no broadcast about network upgrades in https://github.com/filecoin-project/lotus/discussions from nv24 onwards.

To be informed about network upgrades, one can subscribe to:

1. https://status.filecoin.io/ and
2. Network Updates (Currently: v25 - Teep 🦵 ) community#74

Each network upgrade will also have at least one Lotus release issue (example) which are linked from filecoin-project/community#74 . The Lotus release issue is the source of truth for anything concerning the Lotus release.
