FIP-0118 is accepted and has all the relevant items learned from implementation incorporated back.

Purpose of this issue

Tracke the various things that need to role back into the FIP so we don't lose track of anything.

• Quarter determinism as discussed in spec for the indexer (ie, how to calculate Filecoin Pay volume per orchestrator) #7
• Dispute window for UpgradeSectorQuality
• Security Considerations wording: 6 small items @irenegia has to draft (verification window, CorrectVolume misuse, removal with a single orchestrator, orchestrator reporting duty, emergency upgrade wording, pre-upgrade code rule).
• FIP-0118: add Orchestrator transparency rules FIPs#1279

Update after eng sync call 25th Aug

• Decided: UpgradeSectorQuality ships with no dispute window, no exclusion window, no immutability window. It follows the ExtendSectorExpiration pattern.

• Quarter determinism discussed, RegisterPairs will be callable before network upgrade, but...

  • TODO for @irenegia review the rule "RegisterPairs applies from the next quarter boundary" , it can cause a lot of volume to be not reported.
