Station and L2 integration

The Station UI needs to display L2 stats that the L2 operator is interested in. Some examples:

1. Number of retrievals served.

2. Amount of FIL earned.

3. L2 Cache resource usage.

4. Bandwidth usage.

Action items

1. Document the stats we need to show on the Station UI for L2 nodes.

2. Document the APIs and interfaces between the Station UI and L2 backend.

3. Document the Station UI with the L2 backend so Station can start/stop the L2.

4. L2 team will then integrate with Station and test.
