Bug: Opening the app HWiNFO64.exe triggers two User Account Control messages instead of one

Description

When I open the HWiNFO64 app (the portable version) I get a User Account Control message asking "Do you want to allow this app to make changes to your device? then I click Yes and then the exact same message pops up again and I have to click Yes again before the app actually runs. Running the same app through Windows FiIe Explorer only gives one User Account Control message. This is the only app so far that I've noticed this happening.

Steps To Reproduce

Download the portable version of HWiNFO and run the 64 bit version

Thanks for the report, this is a known issue as it wouldn't open otherwise (ref #15251)

That was a while ago, I wonder if we can come up with a better workaround now.
