No ghc on ARM #1284

...which leaves a hole in the dep-tree for pandoc.
Our ghc is 7.10.3, which is 2019 vintage and only for x86_64 due to needing upstream tarball that is specific to arch and is only available for x86_64 for apple. Newer upstream does have both x86_64 and arm tarballs. But ghc appears to be a fairly complex package suite about which I know nothing, so I'm probably not the best to be messing with it from scratch (though I can test on arm if someone tells me what to test).
