Implement project-report.csv following specs on README

The code should be aligned with the project reporting structure documented on https://github.com/finos-labs/project-analysis?tab=readme-ov-file#project-reporting-structure

Additional columns to consider (could be added to a new issue for future developments):

• Validate the presence of CONTRIBUTING.md and NOTICE files
• EasyCLA app is enabled
• binaries are released in a public repository (check libraries.io)
