Prefs support: default scale not shown in toolbar

The options dialog allows specifying the initial scaling method, but the toolbar is not initialized to show it.

On init, should use the mediator command to insure both the state and the toolbar are properly set. May not be invoking the mediator command at the point when the toolbar exists?
