Browser Toolbox has no Firebug theme option

It has two radio buttons for "Light theme" and "Dark theme", none of them checked, presumably because the current theme is the Firebug theme and it isn't available there. In this state the toolbox looks mostly like the Light theme, except with some brokenness like in the completion popup.

This could be a platform bug, or maybe we're just missing to hook the browser toolbox somehow.

OK, I see the problem now.

This is because the Browser Toolbox uses a different Firefox profile. You'd need to install Firebug on that profile too for it to show.
