Building/running firedrake with intel compilers is hard

See also #1809. Having fixed that, the compiler checking fails later in PyOP2: the version reported isn't parsed by the compiler workaround stuff. One also has to tell PyOP2 that it is running "icc", even though this could be divined from compiler output.
