Possible "Unknown Payload" if GetPayload is called before FCU

If FCU and GetPayload call are performed too close to each other, it is possible that RB broadcasts GetPayload call before the FCU call arrives to the builder returning "Unknown payload".

If FCU and GetPayload call are performed too close to each other, it is possible that RB broadcasts GetPayload call before the FCU call arrives to the builder returning "Unknown payload".

Just noting we will also always see "Unknown Payload" from a get_payload request subsequent to an FCU when use_tx_pool is false in the payload attributes. Since we are never forwarding this FCU to the builder, and the payload job is never created. I think this is more likely the scenario we commonly are seeing in rollup-boost as op-node will send these FCU's right after a batch is posted by the batcher.

@ferranbt what do you think about forwarding fcu with tx_pool = false as well to avoid "Unknown Payload"? It would reduce noise in the error logs

In this case, this call did not have tx_pool=false, that is why I was pondering whether this was an issue with our internal infra, with RB or both.
