nvidia-runtime: Switch to unified build (#197)

Last follow up to finally fix v1.18.1 build - the previous attempts went
wrong when I missed some required changes. Docker build cache made the
build pass locally, the CI runs clean builds and spotted the issues.

nvidia-container-toolkit now builds libnvidia-container internally.
