Handle failed/missing auth for embargoed dandisets smoother #368
Description
The hanging in
was due to
since I didn't have DANDI API key loaded. Instead of hanging should display information that dandiset is embargoed and either person does not have authority to connect (valid is is available but still denied for that dandiset) or key is invalid (does not auth correctly) or missing and give url to settings page.
