Update GitOps mode UI gating to take exceptions into account

Task

Now that users can exempt certain entities from GitOps, we need to activate the UI for those entities even when GitOps mode is on, if they are exempted.

Condition of satisfaction

• When GitOps mode is on and Labels exception is on, allow creating/editing/deleting labels in the UI
• When GitOps mode is on and Labels exception is off, disallow creating/editing/deleting labels in the UI
• When GitOps mode is on and Software exception is on, allow creating/editing/deleting software in the UI
• When GitOps mode is on and Software exception is off, disallow creating/editing/deleting software in the UI
• When GitOps mode is on and Secrets exception is on, allow creating/editing enrollment secrets in the UI
• When GitOps mode is on and Secrets exception is off, disallow creating/editing/deleting enrollment secrets in the UI
