💥 Actual behavior
When the Fleet agent is installed on a device via a third-party MDM (e.g. Iru) and the device is not enrolled in Apple Business (AB), the device is repeatedly prompted to “migrate” to Fleet. The migration prompt appears, but the migration never completes. The device remains stuck in a loop state where it is prompted to migrate but cannot proceed.
Additionally, the user was never presented with the option to download an MDM enrolment profile from the “My Device” page, which would be the expected fallback path for non-ABM devices.

These steps:
- Install the Fleet agent on a macOS device via a third-party MDM (e.g. Iru).
- Ensure the device is not in Apple Business Manager (ABM).
- Observe that the Fleet agent prompts the user to “migrate” to Fleet MDM.
- Attempt to follow the migration prompt — notice the migration never completes.
- Navigate to the “My Device” page — confirm the MDM enrolment profile download option is not presented.
