Windows container builds failing due to lack of disk space

It looks like something has changed with the Github runners to cause intermittent Windows container build failures:

LINK : fatal error LNK1201: error writing to program database 'C:\src\build\bin\Release\fluent-bit.dll.pdb'; check for insufficient disk space, invalid path, or insufficient privilege [C:\src\build\examples\out_lib\out_lib.vcxproj]

Indicates 14Gb for storage, not sure if this has changed recently or something has just tipped us over a threshold.

https://github.com/actions/runner-images/blob/main/images/windows/Windows2022-Readme.md indicates we have a cached mcr.microsoft.com/windows/servercore:ltsc2022 image which should be what we're using in the build.

Possibly related to microsoft/Windows-Containers#540 and note there that it mentions 2019 is no longer supported so we should remove it.
