CI failure with most recent version of eslint-plugin-jsdoc

In updating eslint-plugin-jsdoc from 37.9.1 to 39.3.13 there was a CI failure which could not be reproduced locally:

Looks like the failure was nothing to do with the upgrade, but mysteriously appears when something is merged into main

Possibly due to incompatibility with node 12 which used to be the CI testing environment
