Solver after Peering is not Solved

Hello,

I've noticed that if you create a Solver that has all the flags set to true, so it needs to discover, reserve, buy and allocate (establishPeering), it will never reach a Solved status, but it's pending in Running.

The problem is quite important since it becomes quite difficult to understand if the process ended or not..
