fix: replace unmaintained axel-op/dart-package-analyzer with flutter pub publish --dry-run

axel-op/dart-package-analyzer has been stale since March 2024 and has
compatibility issues with newer Dart/Flutter SDKs. Follow the
fluttercommunity/plus_plugins pattern of using `flutter pub publish
--dry-run` for pub.dev readiness checks instead.
