OIT FLT OPS lacks method to refresh OFP from Simbrief

Describe the bug

There is currently no way to have the OIT refresh the OFP from Simbrief after the aircraft has loaded. The OIT pulls the OFP at aircraft spawn so new OFPs will not be reloadable.

Expected behavior

There should be a way to refresh the OIT OFP. Or there could be an implementation for the EFB to send the OFP to the OIT with a since refresh.

Steps to reproduce

1. Load aircraft in sim
2. Create new OFP in Simbrief
3. Try and refresh OFP in OIT
