Sega Rally 2 Cheat Code Auto Load?

I'm curious if there's a way to use the cheats feature to enable the Sega Rally 30 fps code so I don't have to input it every single time as it's basically the only way I can enjoy the game, it makes it much more stable and comfortable and enjoyable to play without constant flunctuations between 30 and 60 (which the 60 fps code doesn't eliminate so you reduce the graphics for little benefit with that one).

Up, A, Down, Down, Left, Right, B, B, Up
You have to input it during the Press Start title screen (directions with the d-pad).

Is it possible and has anyone figured it out and can share a configuration? I'm using save states for it for now but it's a hassle with the way it reverts your actual save file to the one you had during the save state as well so you can't maintain scores and settings and and what not if you don't remember to make a new save state every time etc. (plus I'm not sure if you have to refresh them after updates/settings changes?).
