Repeating precompilation recently?

Relatively recently (a few months?) I started encountering this weird situation regularly:

• open a notebook
• wait for the installation to finish – spinners turn into checkmarks
• cells start executing
• some packages precompile again, even though they were just precompiled!

Doesn't happen all the time, but quite often. I didn't find a reproducible pattern yet.
Seems to happen with basically any package, when some other condition triggers. Some examples:

As I understand, these kind of precompilation messages should never appear – packages are precompiled before cells even start executing.

Am I the only one experiencing this? Any ideas what could go wrong?

Julia 1.11 if that's important.

Yes really strange! I also noticed this, and it's strange that only a couple of the final packages precompile twice, not the whole depenedency tree.

Since Julia 1.11 is not really supported anymore, can you change to Julia 1.10 or 1.12 and see if you encounter the problem again? From my experience, I suspect that it was only an issue on Julia 1.11.

This definitely happens on 1.10 as well (maybe a bit less often? not sure).
