[googlefonts/font_names] Confused by localized family names

Observed behaviour

As observed in google/fonts#10172, Fontspector flags the localized family name (langID 1028) as the "Typographic Family Name" rather than the English name (lang ID 1033).

Expected behaviour

It should look for the Lang ID 1033 entry before it looks for anything else, therefore finding the correct Typographic Family Name.

The expected font name data comes from google_fonts_axisregistry::build_name_table, so I suspect that's where the bug lives.
