Finish button greyed out if running user has no write access to catalog where dataloader is installed #1645

Describe the bug
Users can run the program, change settings and go all the way until the last step (writing query or setting log file location), but unable to click excecute

To Reproduce
Steps to reproduce the behavior:

  1. Install dataloader (as admin) in a system catalog (like C:\Program Files\Salesforce)
  2. log out, log back in as regular user without write access to C:\Program Files
  3. run dataloader, try to export accounts
  4. be unable to click finish (button greyed out)

Expected behavior
either:
a) be able to click finish (was possible with previous versions)
b) have a clear error message about missing permissions

Additional context
to be clear, we're not trying to export data and write csv into C:\Program Files . the issue is that dataloader is installed there, and we can;t use it even if we select any other folder as data source/destination. this is impacting corporate users who do not have access to system catalogs and don't install their own software
