Implement lazy variant of `Select`/`ComboBox`

We already have a ListBoxLazy component, but we don't yet have something like a SelectLazy or ComboBoxLazy to integrate this lazy listbox into a select/combobox. There's a story we can take inspiration from called "List Box Lazy With Filter
" story.
