bug: trying to run language server restart fails with command not found

Is there an existing issue for this?

• I have searched the existing issues

I have tried the Pre-Release of the extension.

• I have replicated the Issue in the latest Pre-Release

Description

1. go to the command palette
2. run "Fortran: Restart the Fortran Language Server"
3. see error window pop up

Additional Information

Reinstalled python, VScode, etc, but I cannot get fortls to work.
I am yet to find where to look for useful debug messages when it comes to extensions.
