Fix scrolling issues

On some sites (seen on GPI and MySI), navigating to a new page does not scroll the user back to the top. However, this issue is not seen on the NYU sites.

1. Determine the cause of the scrolling issues. It might be due to how Next.js handles navigation with the <Link> component, but if that is the case, why is it not seen on NYU?
2. If the issue cannot be fixed by other means, backport the ScrollToTop workaround from MySI. The MySI version includes a fix to prevent unwanted scrolling on page refresh.
