[UI changes] Add create button in clipart page

When new user is in this page can't do nothing. Can be better to insert a "create" option to the top right, that go in draw clipart page

Hi! I was directed here from #1768 by @ctrlVnt.

For adding the Create Clipart button, I can implement it as a Floating Action Button (FAB) at the bottom right of the screen — this follows Material Design standards and keeps the clipart grid fully visible without any overlap.

Alternatively if the preference is to place it in the app bar (top right), I can do that too — happy to go with whatever direction the community prefers.

I'm ready to start contributing on this. Should I go ahead?

I think it's better in the top right to follow the actual design philosophy of the app (you can see saved badge screen button to take inspiration/copy)

The top right of the AppBar already has an import button. Alongside this button, I can add a 'create badges' pen icon that leads to the creation page. Should I proceed?

I think it's better to create a "create" button, there is a space
