Describe the bug

Please see issue #8576 and PR #8641

The reasons provided for closing the original bug report don't make sense to me. At a fundamental level, having an html file that has both relative and absolute links is unsanitary.

I'd like to be able to do the following, which I can't right now:

  • move the docs folder anywhere on my machine and open the html file in a browser
  • zip up the docs and send it to someone
  • generate the docs in CI, save it as a zipped artifact (for different versions, etc)
  • serve the files from a plain old webserver without having to bend over backwards with weird, unnecessary redirects.
