I believe foundry-rs/foundry-toolchain#102 may be causing this issue.
@zerosnacks can you please look into this.

The URLs are retried multiple times as you can see by the multiple errors. This is simply GitHub being flaky since the releases are downloaded from GitHub.

Confirming what @DaniPopes stated, I may have a possible solution that allows us to avoid the API rate limit; assigning to me. Moved this to Foundry as foundry-toolchain uses foundryup under the hood.
