chore: verbosity scale is not uniformly applied across different commands

• EVM verbosity args are far more granular than others
• Establish a uniform scale of verbosity flags and apply consistently
• Add enum to distinguish the different verbosity scales (related: feat(traces): show state changes in cast run and forge test on -vvvvv #9013 (comment)) and implement

This is likely to result in a breaking change in the EVM args, hence the post-v1 label
