primary-site: 0.0.82 (#147)

Fix an issue with http2 timeouts defaulting to zero seconds for Azure.

Fixes an issue where http2 timeouts were misconfigured for Azure
buckets.

### Description

Updates the primary site components to use a patched version that sets
the http2 timeouts correctly.
