Add Tests for xmlrpc

Currently there are no tests for `@foxglove/xmlrpc`. It would be useful to have tests:

  - validate protocol compliance
  - protect against future breakages
  - reassure the project can easily be used as a replacement for `xmlrpc`
  - they can provide a stand-in for documentation in the short-term
