Default Exclude is not excluding

My default exclude statement is:

DEFAULT_EXCLUDE_LIST="--exclude /var/log/* --exclude /opt/aprsbot/logs/* --exclude /opt/aprsbot/erli.db --exclude --exclude /opt/aprsbot/store_forward.db --exclude /opt/aprsbot-sf/logs/* --exclude /opt/aprsbot/dedup.db --exclude /opt/aprsbot/.db-"

Today, the backup failed with:

tar: /var/log/syslog: file changed as we read it
??? RBK0021E: Backupprogram for type tar failed with RC 1

I read this that the exclusion didn't work.

Am I a) under the wrong assumption as to the error message, b) is the exclude statement correct?

The exclude statement is wrong. If you want to exclude a directory from a tar neither trailing / nor /* should be used.
