Disable features button for users who are not authorized

For example, 
As is: User A is not allowed to create "Notes", User A still can click button "Create", open "Create Note" box, but when click "Create" button in "Create Notes" box, system does not respond.
To be: If user A is not allowed to create "Notes", button "Create" in "Notes" module should be disable/disappeared.
