Currently, binlogs are purged based on the retention window.

But, sometime the action should be taken based on the size.

Like, if total binlog size has reached a certain limit, cleanup the old ones then.
Need to integrate well with Binlog Browser.

Note: Don't enable it for servers with replication enabled.
