Cannot download static data before 13.1.1 in Vietnamese #278

Describe the bug
If I try to download a Vietnamese language bundle in a patch before 13.1.1 (like 12.23.1), ReplayBook will error and prompt me to retry in English.
This happens because the Vietnamese language code was changed from 'vn_VN' to 'vi_VN'.
