Summary

TensorFlow 2.18 is a milestone version which has been widely-used in practical AI system, thus I hope devdocs can support it.

For reference, Tensorflow is at version 2.18 right now, while devdocs has version 2.9. Is there something blocking this at all? Depending on what it is I may be able to dedicate some time to fixing it if development effort is required.

Perhaps "Tensorflow: Update docs from 2.9 to 2.18" would be a more accurate title?
