pkg 2.7.5 breaks portupgrading

I'm seeing a regression with pkg-2.7.5 against (the latest) portupgrade-2.4.16_4,2 as shown below:

Reverting back to pkg-2.7.3 and now it says ===> libpci not installed, skipping and upgrade process continues as expected.

I don't see any change between 2.7.3 and 2.7.5 which could change the behaviour expected by portupgrade.

Judging from the

===>   Deinstalling libpci-3.14.0

line, it is the ports framework that calls pkg remove libpci, and it does so because it is asked by portupgrade. This is clearly a portupgrade bug, why report it here?
