Convert site to recipes

https://github.com/phenaproxima/starshot-prototype/tree/main/recipes is the current recipes for Drupal Starshot.

I want this site to be built from recipes. No content yet, just config. You can leave the default_content in fs_test module.

The goal is to have zero config files in config/sync.
