download server merge

we currently have:
download.berlin.freifunk.net
downloads.berlin.freifunk.net
download-master.berlin.freifunk.net
ipkg.berlin.freifunk.net


all of them are serving (similar or the same) static files

we should just have a single VM, a webserver for static files and a few SFTP  accounts for this.
