Configuration option to restrict DJs from skipping Admin's songs. #627

Taken from the suggestions channel.
Make it so that people with the admin permission are immune to skips by all ranks below them. Occasionally I'll be listening to a song and then a DJ comes in and skips my song and I don't want that. There's no way to enforce it, if I make it a rule to not skip admin's songs, they could simply do it anyways. I want DJ's to be able to skip user's songs and other DJ's but not admin queued songs.
