Write up a basic tutorial

Based on the basic.jl example, put together a guide to using data packages in Julia, that covers installation of the library, loading of the data package, working with data and updating the data package in Julia, and exporting the data package for use in other tools.

Documenter.jl is a very nice lib for writing documentation.
Doc can be hosted on Github pages and automatically be deployed using Travis CI
