Paddle offset adjustment question

I know I can adjust the paddle offset using the SKpicopatch utility to reflash the pico clones on my PC via the USB port by adjusting the third parameter.
My first question is: Can I do the same with the SidKick installed in the C64 using some newer version of SKpicotiming utility?
Second question: Does the Bus timing and/or the phi2 setting affect the paddle offset functionality and what exactly does increasing the ading this additional offset have on the paddles being able to pass the diagnostic cartridge checks?
