Projects in a solution folder are not unloaded on Install

Description

Projects in a solution folder does not appear to be unloaded when running Install.

Repro steps

1. Open a solution with a solution folder with projects in it.
2. Run Install.

Expected behavior

Projects to be unloaded when in a folder.

Actual behavior

Projects not unloaded when in a folder.

Known workarounds

Please provide a description of any known workarounds.

Is this related to the fact that unsaved files are not saved before Paket runs either?
