AssemblyRedirects not getting updated

When running paket install or paket update, with redirects: force set in the paket.dependencies file. Assembly redirects are not getting updated.

See Command.Tests.Unit, Query.Tests.Unit, Services.Tests.Integration for examples where the redirect for Newtonsoft.Json is up to version 6, but the version referenced is version 10.

I'm not permitted to open up the repo we're seeing this in, but if you run paket update the binding redirects aren't updated. (Newtonsoft stays at version 6.0.0.0, not updated to 10.0.0 for example).

If you specify paket update --redirects --createnewbindingfiles --clean-redirects it works.

We have redirects: force set in our paket.dependencies file.

Shouldn't we be able to just set the flag in paket.dependencies?
