[submit] Add `--wait-for-termination` and `--termination-timeout` flags

Summary

fglatch submit should optionally wait for the submitted workflow to finish executing, bounded by a timeout limit set by the user.

• --wait-for-termination is a boolean flag and will cause fglatch submit to wait for the submitted workflow to finish executing
• --termination-timeout accepts an int and will change the default length of time that fglatch submits waits for the execution to terminate. The default should be 15 minutes.

launch_v2.Execution has a wait() method that may be helpful here!
