fix: repair publish workflow and remove RC version (#62)

* fix: remove pre-release suffix from version

Change version from 1.1.2-rc.1 to 1.1.2 so release-plz manages
version bumps going forward.

* fix: repair publish workflow and pin actions by hash

- Add --locked to cargo install cross to prevent dependency resolution
  failures (home@0.5.12 requires rustc 1.88)
- Replace deprecated macos-12 runner with macos-latest and switch to
  aarch64-apple-darwin (Apple Silicon) target
- Pin all GitHub Actions by commit hash for supply-chain security
